If head-to-head is not applicable (or a three-way or more tie),
seeding will be determined by fewest runs allowed in pool games

If still tied, seeding will be determined by fewest runs allowed
in first
played pool game. (Wins by forfeiture are not counted)

If still tied, seeding will be determined by fewest runs allowed
in second
played
pool game
and so on
until tie is broken
